This guide explains how the process usually works so you can plan your glass room without delays. Layer 1: Master developer or community NOC
Most villa communities in Dubai are managed by a master developer or community management company with its own guidelines for external modifications. Before applying to any authority, you normally need their written approval. They typically check that the design:
- matches the villa's architectural style, materials and colours
- respects plot boundaries, setbacks and neighbours' privacy
- does not alter the street-facing elevation beyond what the guidelines allow
- is safe for the existing structure, especially on roofs
Ask your community management for their modification guidelines and application form first. It saves redesign later.
Layer 2: The building permit
Additions and modifications to buildings in Dubai require a permit from the responsible authority. For most areas this is Dubai Municipality, which handles building permits online through the Dubai Building Permits System and publishes its rules in the Dubai Building Code (see Dubai Municipality's building permit FAQ). Some areas fall under a different authority, so check which one covers your community before you apply. Permit applications are usually submitted by a licensed engineering consultant.
Abu Dhabi
In Abu Dhabi, villa modifications are licensed by the municipality. Its published requirements include that extensions match the existing villa's architectural style, materials and colours, and that service equipment on roofs sits at least 2 metres from the roof parapet, which matters if you plan AC units for a rooftop glass room (see the Department of Municipalities and Transport).
